PREAMBLE

This Illinois State Addendum (“Illinois Addendum”) supplements and is incorporated into the TODAYcompliant.com Terms of Service (“Master Terms”). This Illinois Addendum applies to all contractors, clients, and users accessing or using the TODAYcompliant.com platform in connection with projects, services, or contractor engagements located in or governed by the laws of the State of Illinois. In the event of a conflict between this Illinois Addendum and the Master Terms, this Illinois Addendum shall control with respect to Illinois-specific requirements.

All contractors registered on TODAYcompliant.com who select service categories covered by Illinois state law are required to comply with the applicable Illinois statutes, regulations, and licensing requirements described in this Addendum. By registering on the platform and selecting applicable service categories, contractors represent and warrant that they hold all required Illinois licenses, certifications, and registrations described herein.

SECTION 1 — GENERAL ILLINOIS CONTRACTOR REQUIREMENTS

1.1 — Illinois Contractor Registration and Licensing

The State of Illinois requires contractors in many trades to hold state-issued licenses, registrations, or certifications. TODAYcompliant.com collects and verifies applicable license documentation through its compliance portal. Contractors operating in Illinois without required licenses are in violation of Illinois law and are subject to immediate suspension from the TODAYcompliant.com platform.

The following general Illinois requirements apply to all contractors regardless of trade:

• All contractors operating in Illinois must comply with the Illinois Business Corporation Act (805 ILCS 5) or the Illinois Limited Liability Company Act (805 ILCS 180) if operating as a business entity.
• All contractors with employees in Illinois must maintain workers compensation insurance as required by the Illinois Workers Compensation Act (820 ILCS 305).
• All contractors using commercial vehicles in Illinois must comply with Illinois commercial vehicle registration and insurance requirements.
• All contractors must comply with the Illinois Human Rights Act (775 ILCS 5) prohibiting discrimination in employment and services.

1.2 — Illinois Independent Contractor Classification

TODAYcompliant.com is a neutral marketplace platform. Contractors are solely responsible for ensuring their classification as independent contractors complies with:

• The Illinois Wage Payment and Collection Act (820 ILCS 115)
• The Illinois Employee Classification Act (820 ILCS 185) — applicable to construction industry contractors
• Illinois Department of Employment Security classification standards

Misclassification of workers as independent contractors in Illinois carries significant civil and criminal penalties. TODAYcompliant.com assumes no responsibility for contractor worker classification determinations.

1.3 — Illinois Certificate of Insurance Requirements

All contractors registered on TODAYcompliant.com must maintain current general liability insurance with minimum coverage amounts as specified by their trade category. Illinois-specific insurance requirements include:

• TODAYcompliant.com must be named as an additional insured on all contractor certificates of insurance.
• Certificates of insurance must include a 30-day notice of cancellation endorsement.
• Insurance carriers must hold a minimum AM Best rating of A- VII.
• Cannabis-related contractors must carry insurance policies that explicitly do not exclude cannabis operations.

2.2 — Septic and Onsite Wastewater

Septic system installation, repair, and inspection in Illinois is regulated under the Illinois Private Sewage Disposal Licensing Act (225 ILCS 225). Contractors performing septic work must hold:

• Illinois Private Sewage Disposal System Contractor License

SECTION 7 — REAL ESTATE AND PROPERTY MANAGEMENT

7.3 — Illinois Condominium Property Act

HOA and condominium association managers in Illinois must comply with the Illinois Condominium Property Act (765 ILCS 605) and the Illinois Common Interest Community Association Act (765 ILCS 160). • All trades working inside licensed cannabis dispensaries, cultivation centers, craft growers, infusers, and transporters
• Subcontractors and employees of contracting companies
• Inspectors and compliance professionals accessing cannabis facilities

Contractors found to be accessing Illinois cannabis facilities without required Agent ID Cards will be immediately suspended from the platform.

10.3 — Cannabis Contractor Insurance

Standard commercial general liability insurance policies frequently exclude cannabis operations. Contractors performing cannabis facility work in Illinois must carry general liability insurance that explicitly covers cannabis facility operations. Contractors represent and warrant that their insurance does not contain cannabis exclusions. TODAYcompliant.com will verify that submitted certificates of insurance do not contain cannabis exclusions.

10.4 — Cannabis Extraction Facility Requirements

Contractors performing construction or renovation work on Illinois cannabis extraction facilities must comply with:

• Illinois State Fire Marshal requirements for Class I Division 1 electrical installations in extraction areas
• NFPA 652 and NFPA 654 combustible dust standards
• Local building department permits and inspections
• Illinois Cannabis Regulation and Tax Act facility design requirements

SECTION 11 — PETROLEUM, FUEL SYSTEMS, AND PROPANE
